Switzerland freezing $1bn in assets of former Ukrainian and Egyptian presidents<\/span><\/strong><\/p>\n

Swiss authorities have frozen the assets of ousted Ukrainian President Viktor Yanukovich and intend to block those of former Egyptian President Hosni Mubarak, as part of an ongoing effort to clean the country’s coffers of corrupt money.<\/p>\n

Government officials\u00a0 have secured $187 million in assets belonging to Ukraine’s ousted\u00a0 leader Viktor Yanukovich and his inner circle, following\u00a0 suspicions of money laundering.<\/p>\n

\u00a0 The authorities are closely working on recovering around $782\u00a0 million belonging by Mubarak and his entourage, says Reuters.<\/p>\n

\u00a0 “There are preventive measures; every ‘politically-exposed\u00a0 person’ goes through an extremely deep examination. In\u00a0 Switzerland, a bank’s board member must give the green light to\u00a0 open an account and it is reviewed every year,<\/em>” as Reuters\u00a0 quotes Valentina Zellweger, head of the foreign ministry’s\u00a0 international law department.<\/p>\n

\u00a0 “We don’t act only when they lose power. There is a whole\u00a0 legal arsenal to avoid that money comes to the Swiss financial\u00a0 centre,<\/em>” he added.<\/p>\n

\u00a0 In terms of Ukraine, the Swiss Attorney General’s office has\u00a0 opened seven criminal investigations and blocked $112 million,\u00a0 AFP says. The sum is in addition to $75 million frozen on\u00a0 government orders, Zellweger explained.<\/p>\n

\u00a0 However he considers the sum as “rather modest<\/em>”\u00a0 according to the ex-leader\u2019s thefts valued in billions. More than\u00a0 $3 billion were looted during Yanukovich\u2019s regime according to\u00a0 Ukraine General Prosecutor Oleh Makhnitskyi at April\u2019s\u00a0 international conference on recovering the country’s lost assets.<\/p>\n

\u00a0 Chronically unstable Ukraine may see a way out in restitution,\u00a0 considers Zellweger.<\/p>\n

\u00a0 On February 26 Bern decided to block Yanukovich’s assets together\u00a0 with Austria and Liechtenstein, and two days later the move\u00a0 became public<\/a>.<\/p>\n

\u00a0 Switzerland has more than quarter-century of experience in\u00a0 collecting information for prosecution and for returning money to\u00a0 the people it was stolen from.<\/p>\n

\u00a0 “There is an arsenal to minimise the risk of money derived\u00a0 from corruption. I think that the system works pretty well. We\u00a0 take care of cases that fall between the cracks,<\/em>” said\u00a0 Zellweger.<\/p>\n

\u00a0 It took 17 years before Switzerland managed to give back 684\u00a0 million Swiss francs appropriated by Ferdinand Marcos, the former\u00a0 Philippines president.<\/p>\n

\u00a0 Since 2003 Switzerland has returned 1.8 billion Swiss francs\u00a0 embezzled by such persons as Marcos, Sani Abacha of Nigeria,\u00a0 Vladimir Montesinos of Peru, Jean-Claude Duvalier of Haiti and\u00a0 others.<\/p>\n

The country\u2019s asset recovery effort is more than a quarter of the\u00a0 total world restitution of $4-5 billion.<\/p>\n
