Director for the Middle East and North Africa Programme

Transparency International (TI) is the global civil society organisation leading the fight against corruption. Through more than 90 Chapters worldwide and an international secretariat in Berlin, Germany, TI raises awareness of the damaging effects of corruption and works with partners in government, business and civil society to develop and implement effective measures to tackle it.

Background

The Middle East and North Africa (MENA) region has entered a new era where the public in these countries is calling for citizenship. They are reframing their relationship with their own governments, and at huge risk if need be. They want to be an active partner in designing new constitutions, laws and policy-making. The public in the MENA region is inherently aware that changing the way governments run their administrations and increasing accountability are imperative in improving the economic and social fabric of society. Fighting corruption and promoting transparency are key elements in this equation. Corruption hinders institutional reforms and has a detrimental effect on the wellbeing of millions of people across the region.

Transparency International has recently launched a large scale programme for the region, the TI MENA Programme.  This programme focuses on Civil Society Organisation (CSO) empowerment, supporting the momentum that currently exists in the MENA region with TI know-how, tools and solutions. In this process, TI reaches out to new partners while deepening its work with existing partners, providing them with additional tools to ensure that successes on the anti-corruption front are sustainable and replicable.

The Transparency International Secretariat (TI-S) in Berlin is now seeking a Director for the Middle East and North Africa Programme.

Main function

Reporting to the Group Director, the Director leads and manages the MENA Programme team and provides programmatic, organisational development, advocacy and accreditation support to Chapters in conformance with strategic goals defined in the TI Strategy 2015 and the TI-S five-year implementation plan. The Director stimulates, leads, oversees and supports continuous enhancement and improvement to the work, reputation, and anti-corruption impact of Chapters, emerging contacts and partners in the assigned MENA Region. The MENA Programme Director also supports the work of the Regional Programme Manager and Regional Outreach Manager, who will report directly to him/her.

Location: Based at the TI-Secretariat, Berlin, with frequent travel in the region
Department: Middle East and North Africa Regional Department
Reporting lines: Group Director Network, Chapters & Programmes
Job grade: Director (Grade V)

Responsibilities

• Ensure on-going monitoring by the regional programme team of the political situation, anti-corruption developments and reputational risks in the MENA region and report all relevant information in a timely manner to Group Directors and Managing Director.
• Ensure the strengthening of TI’s institutional and programme presence, reputation and impact in the MENA region by: i) representing TI at international, regional and national level; ii) enlisting the support of strategic organisations and individuals aligned with TI’s mission; iii) supporting the emergence of cross-chapter initiatives; iv) proactively interacting with media; and v) overseeing the implementation of Chapter capacity development interventions in the MENA region.
• Ensure seamless communication and information sharing, and lead a structured dialogue on emerging issues of relevance and importance for the Arab context between the Secretariat and the MENA network of Chapters and partners.
• Lead, oversee and monitor progress towards successful regional implementation (including mobilisation of resources) of the TI-Secretariat Key Programmes by the MENA Programme team and Chapters.
• Ensure the smooth provision of Key Support Services to Chapters in the MENA region.
• Quality-assure all reports and publications produced by the MENA Programme.
• Oversee the implementation of the TI Accreditation Policy in the region.
• Lead MENA Programme staff and effectively manage the Programme’s budget and daily operations.

Knowledge, experience and skills

• Postgraduate university degree or professional qualification in social science, public policy or administration, journalism, international law, economics, management, or another relevant field.
• 10+ years of relevant experience with an International NGO or International Organisation, or Multinational Organisation with a successful track record in regional representation, public advocacy or organisational strengthening, working on issues of good governance, public sector reforms, social development, international development, institutional capacity-building, and including substantial management experience and international work in the region.
• At least 5 years of management experience (experience of management in an NGO would be an advantage), including financial management, and experience of working with civil society organisations.
• Proven supervisory and leadership and organisational skills to manage a diverse, multicultural team.
• Proven experience and sound knowledge of the MENA region required.
• Excellent social and intercultural skills, and the ability to establish partnerships with other organisations.
• Political and cross-cultural sensitivity.
• Fluency in English and Arabic are required. Good command of French would be advantage.

TI Secretariat reserves the right to appoint to another staff level subject to education and qualifications.
